A system comprises hierarchically organized microcells arranged in zones, tiles, and panels for energy regulation applications. Each microcell includes a substrate with surface features, an opposing membrane defining a maintained nanoscale gap, activation electrodes, and gap-control elements. Zone controllers coordinate subsets of microcells. Tile controllers manage multiple zones with local electronics. Panel controllers regulate system operation through coordinated control.
