A reduced-spill urinary catheter product including a package containing a hydrophilic catheter and a foamed hydration liquid. The package having a void volume between the catheter and inner boundary of the package. The foamed hydration liquid having a density wherein the ratio of the density of the foamed liquid hydration medium to the volume of the void volume is less than 0.5.
